Job Description:
The Director of Human Resources directs and coordinates all
organizational human capital initiatives including employee
relations, employee benefits, labor relations, legal compliance,
and other HR related projects. Responsible for ensuring policies,
procedures and programs are implemented consistently across all
departments. All work to be done with minimum supervision and in
accordance with Organization standards.This incumbent will be
expected to promote and adhere to the workplace core capabilities
of: accountability, customer focus, continuous quality improvement
(CQI), communication, competent people and clear priorities. All
work is to be completed with minimum supervision and in accordance
with organizational standards.ESSENTIAL DUTIES AND RESPONSIBILITIES
include but are not limited to the following. The organization
reserves the right to add to, delete, change, or modify the
essential duties and responsibilities at any time.
- Employee and Labor Relations: Provide guidance and direction to
employees and managers who may have challenges or opportunities
related to employment. Develop and administer employee programs and
systems that support staff. Recommend and implement personnel
policies and procedures and maintains employee handbook.
Participate in negotiations and manages grievance settlement with
the Collective Bargaining Unit. Works with IAFC attorneys on all
legal correspondence. Oversee and manages the termination process
including consulting with managers on the business and legal
implications of involuntary terminations.
- Benefits: Manage the administration of all employee benefit
programs including plan design and staff enrollment. Responsible
for unemployment compensation and worker's compensation
claims.
- Legal Compliance: Responsible for organizational compliance
with all federal, state, and local employment laws including FMLA,
EEO, ADA, COBRA, and others. Partner with legal counsel when
necessary to ensure full compliance. Ensure confidentiality of
employee and Human Resources records.
- Administration: Maintain the HRIS and other employee records;
provide quarterly HR Metrics and other data as needed. Prepare and
manage the annual budgets for the employee benefits program and
supplemental projects. Lead, develop, motivate, and monitor the
performance of the Human Resources team.
- Partner with HR leadership to identify, plan, and execute all
HR functions. Actively participate in the agency's senior
management team in the creation and implementation of strategic
initiatives. Collaborate with leadership in all departments to
anticipate and respond to ongoing needs requiring HR support and
guidance.
- Other Functions: The organization may assign other functions to
the job at its discretion.SUPERVISORY RESPONSIBILITIES include but
are not limited to the following. The organization reserves the

- Responsible for managing one department including planning,
assigning, directing, and coordinating all work. Performs employee
evaluations and makes pay and/or hiring decisions.
- Directly supervises the following positions: Human Resource
Manager, Benefit Administrator, HR Generalist, and HR
Administrative Assistant.EDUCATION and/or EXPERIENCE:
- Bachelor's degree in human resources management or related
field or 10+ years of broad HR experience including talent
management and performance management.
- Recent experience recruiting in multiple discipline areas and
levels, including hiring for nonexempt, exempt and leadership
positions.
- SHRM-CP or SHRM-SCP certification.
- Experience designing, developing, and supporting
organization-wide talent management programs that cover performance
management, talent development, coaching, succession planning, data
analytics and relationship management.
- Previous experience in capturing metrics and producing various
employment reports.
- Experience in all sourcing areas such as the internet, social
media, networking, employee referrals, job postings, and open
houses and virtual job fairs.
- Experience in working with applicant tracking systems and
affirmative action plan requirements.
- Five to seven years supervisory and management experience with
professional staff. Experience with budgeting and strategic
